Jayapura, Jubi – Two drafts of Special Regional Regulation deliberated by Provincial/Special Regional Regulation Formation Agency (BP3) of Papua Legislative Council are now awaiting the review from the Papua People’s Assembly.
BP3 Chairman Yan Ayomi said the two drafts are regulations about Indigenous People and Political Recruitment by Political Party. “The two drafts need to be handed to the Papua People’s Assembly to get the review and approval. Once the Papua People’s Assembly gave their review and approval, it will be returned to Papua Legislative Council for the preparation of non-budget plenary to authorize the bills as regulations,” said Yan Ayomi on last week.
According to him, if the bills have been approved, it would take to the Provincial Government to be issued and verified into the regional page. If the Special Regional Regulation has been submitted into regional page, it expected to be implemented immediately.
“We hope the Special Regional Regulation would be implemented immediately to be applied by the Election Commission as reference on the Regional Head Election phase II in Papua in 2017,” he said.
Regarding to the current status of Papua People’s Assembly, he said,” if their service period was extended, it means their status is legal. They could give consideration and approval over the bill. Once it was verified and applied, it would become a reference for each political party in political recruitment at all regencies/municipalities in Papua,” he said.
The service period of Papua People’s Assembly was ended on 12 April 2016 and extended to three months or until the recruitment process of 14 members of Papua Legislative Council under the Special Autonomy is completed. “Their service period was extended until three next months. Their goal is to finish the recruitment of 14 chairs at Papua Legislative Council,” said the Papua Provincial Secretary Hery Dosinaen.
According to him, it is not only the Papua People’s Assembly, but Papua Barat People’s Assembly also get extension on their service period to seven months. Because Papua Barat would run the Governor Election in 2017. “Their main role and function in the Governor Election is to select the authenticity of indigenous Papuans on the governor and deputy candidates,” he said.
