Jayapura, 14/2 (Jubi) – Political parties who participated in the previous election has steal 11 legislative seats that actually designated for the Indigenous Papuans. The designation was included in the article 6 of Special Autonomy Law about the mechanism of appointment of Indigenous Papuans in Papua Legislative Council (DPR Papua).
“During the Election 2004 and 2009, the political parties has took 11 legislature seats designated to the Indigenous Papuans,” a lecturer from Universitas Cenderawasih, Yusak Reba said in Seminar on “ Questioning 14 Legislature Seats in DPR Papua towards the Legislative Election 2014” at Grand Hotel Abepura, Kota Jayapura, Papua (13/2).
The thought behind this scramble is simple. Quota of legislature seats in DPR Papua was originally 45 seats and increased to 56 seats in the Election 2004 and 2009.
“This fact is a strong indicator to show that the political parties has took a quota for the Indigenous Papuans. But we never know who are they and the legal base for them to do it because there are no Provincial Regulation and Special Regulation to control the quota. So it’s weird if the quota has been fulfilled” Reba said.
Meanwhile according to Musa Sombuk, a member of the Papua Election Commission, if it was true therefore it will be raised a question about the legality of their appointment and the results they have taken.
“Whether their position is legal or not?” asked him. Because according to him the taking of right of Indigenous Papuans has comprised two violations, i.e. the violation of law and the violation against the human rights of Indigenous Papuans.
“We considered this as a right deprivation and a neglected of the political right of Indigenous Papuans. We are facing the fraud,” he said. (Jubi/Mawel/rom)
